Issue #1: New xampp security concept: Access Forbidden Error 403 - Windows 7 - phpMyAdmin
Solution:
1. Open Xampp
2. From Apache module >  Config > Apache (httpd-xampp.conf)
3. Find and change section below:
<Directory "E:/Servers/Xampp/phpMyAdmin">
        AllowOverride AuthConfig
        Require local
        ErrorDocument 403 /error/XAMPP_FORBIDDEN.html.var
    </Directory>

Change:
<Directory "E:/Servers/Xampp/phpMyAdmin">
        AllowOverride AuthConfig
        Require all granted
        ErrorDocument 403 /error/XAMPP_FORBIDDEN.html.var
    </Directory>

Now, we can access the MySQL Admin from other PC on Local Network.

Root cause: Port 443 is duplicated.
Resolved:
Edit port 443 & 80
1. xampp > apache > conf > extra > httpd-ssl.conf
Find 443 and change other port which you want.
Ex: 443 -> 444

2. xampp > aoache > conf > httpd.conf
Find 80 and change other port which you want.
Ex: 80 -> 8080
